There is no obvious short in the rectifier and capacitors seem to charge in the video.
is the 8Amp fuse for F114 the correct one ? (Not a cheap brand)
Start with only J101 connected to powerdriverboard and power up the board.
If fuse stays in, measure testpoint TP8 (=18 Volt) and TP3 (=12.0 Volt)

Stage lighting has nothing to do with pinball machines. If anything it must contradict your opinion on incandescents as Im sure the book must tell you that certain colors can be used to incite some emotional and physical responses.
