Ok, I just had a thought. You measured 2.43k ohms between pins 15 and 16 of U10. 2.43k is about the value of two 1.2k resistors in series and you have two separate lots of 1.2k ohm resistors on those switch return signals each at the J2 and J3 headers (i.e. via R52 and R53 in series or R67 ...
