As of this moment, he HAS stolen your machine. Luckily for you, at the price that he is trying to fence the goods, I doubt it will change hands again(even in crazy California market) before you get a chance to proceed with legal action.

Found it. J115. GI connector. Will do some further troubleshooting.
Hopefully once I get it to boot with J115 in then I can get back to the voltage issue.
