If the U3 pins are going to the wrong resistors as stated I will reverse them. Hopefully the attatched pic helps. I will also remove jumper from R31 to R67 as shown on pic. I also will use magnifing glass to look for short on pin 3. Hopefully no damage was done to U3 chip.
