Turn off the game, and use a multimeter in diode/continuity test mode to check the fuses near the transformer. If they are good, they will have continuity and the multimeter will buzz. If not, the fuse is probably blown and will need to be replaced.

I would think a new style replacement would work. You can file them and then check the gap. Making sure it has a bit of wiping motion.

If it must be under 2k and you are looking to buy now, go with a High Speed. At least that will tell the person if they are a fan of pinball.
On a side note, a friend of mine recently bought a LAH for 2k. I thought it was very reasonable for that game as it was in fairly good condition.
